Strengthening Grassroots Security and Service Delivery
Launched on January 24, 2025, in Kwale by Interior Cabinet Secretary Kipchumba Murkomen, the National Government Administration Police Unit (NGAPU) is a specialized unit under the Administration Police Service (APS), designed to enhance collaboration between the National Police Service and National Government Administrative Officers (NGAOs). Operating under the Deputy Inspector General of the APS, NGAPU supports chiefs and their assistants in enforcing law, implementing national policies, and improving public safety at the grassroots level across Kenya.
Our Mission
To empower NGAOs with security capacity to deliver government services, enforce compliance with national directives, and strengthen multi-agency collaboration for enhanced public safety and community well-being.
Our Core Functions
NGAPU is tasked with:
  • Supporting NGAOs: Assisting chiefs and their assistants in executing operations, including enforcing national policies, bylaws, and administrative functions.
  • Law Enforcement: Arresting suspects, preserving evidence, and ensuring compliance with government directives to maintain law and order.
  • Grassroots Security: Enhancing public safety at regional, county, sub-county, divisional, and location levels through responsive and effective policing.
  • Multi-Agency Collaboration: Coordinating with other APS units, the Kenya Police Service, and government agencies to support conflict management, peacebuilding, and community engagement.
Our Structure
Headquartered in Nairobi, NGAPU maintains subsidiaries at regional, county, sub-county, divisional, and location levels to ensure nationwide coverage. With a focus on grassroots operations, NGAPU deploys officers to work alongside approximately 3,950 chiefs and 9,043 assistants, as outlined by former Interior Cabinet Secretary Kithure Kindiki.
