Protecting Kenya’s Vital Infrastructure
The Critical Infrastructure Protection Unit (CIPU), established in 2016, is a cornerstone of the Administration Police Service (APS), dedicated to safeguarding Kenya’s critical infrastructure. As the largest unit within the APS, CIPU plays a pivotal role in ensuring the security and resilience of assets essential to the nation’s economic, social, and security framework.
Our Mission
To protect Kenya’s critical infrastructure from threats such as vandalism, sabotage, and terrorism, supporting the APS’s commitment to national security and sustainable development.
What We Protect
CIPU secures vital national assets, including:
  • Energy Systems: Power stations, electrical grids, and renewable energy facilities.
  • Transport Infrastructure: Major highways, bridges, and the Nairobi Expressway.
  • Water Resources: Reservoirs, dams, and distribution systems across 34 counties.
  • Communication Networks: Data centers and fiber optic cables.
  • Government & Financial Institutions: Key administrative buildings and financial hubs.
Our Core Functions
  • Nationwide Security: With over 8,000 officers deployed from national to sub-county levels, CIPU ensures comprehensive protection of critical infrastructure across Kenya.
  • Specialized Expertise: Our officers are trained to counter complex threats, including improvised explosive devices (IEDs) and cyberattacks, ensuring robust defense of vital assets.
  • Collaboration: CIPU works alongside other APS units, such as the Rapid Deployment Unit (RDU) and Border Patrol Unit (BPU), as well as the Kenya Police Service and private partners.
  • Water Security Priority: Following the 2023 government directive, CIPU has intensified efforts to protect water infrastructure, combating vandalism and illegal connections to ensure equitable access.
Why CIPU Matters
Critical infrastructure is the backbone of Kenya’s progress, powering industries, connecting communities, and ensuring access to essential services like water and communication. CIPU’s vigilance prevents disruptions, supports Kenya’s Vision 2030, and fosters a secure environment for all Kenyans.
Our Commitment
Under the leadership of the Deputy Inspector General of the APS, CIPU upholds the highest standards of professionalism and discipline. Strengthened by the 2018 presidential directive to enhance APS capabilities, we are committed to:
  • Ensuring the uninterrupted operation of critical infrastructure.
  • Supporting national development through secure and reliable systems.
  • Building public trust through integrity and accountability.
