The Directorate is accountable to the DIG-APS and it is headed by the Director. The directorate is divided into three departments which include;

  1. The department of Legal Affairs
  2. The department of investigations
  3. The Department of Legal Research

Functions

The Directorate provides legal services to the Administration Police Service officers and the Administration Police Service, with an aim of ensuring legal matters are handled professionally in line with the applicable laws and regulations.

Function and Mandate of the Directorate

  • Providing timely legal advice to the Deputy Inspector General.
  • Facilitate representation of the Service in courts in liaison with State Law Office and National Police Service Commission Legal officers.
  • Investigating and providing requisite instructions to the State Law Office, Office of Director of Public Prosecutions and Directorate of Criminal Investigations among other bodies on cases arising from acts and/or omissions of Administration Police officers.
  • Providing legal aid representation to members of the Service facing legal action on acts and/or omissions arising from lawful performance of their duties.
  • Undertaking in-depth research into any aspect of the law that relates with the mandate of National Police Service and the Administration Police Service.
  • Providing legal assistance, advice and pro-bono services to all members of the Service.
  • Perusing inquiry case files of interest to the Service to ensure conformity with the law.
  • Reviewing administrative disciplinary proceedings to ensure they are fair, just and in line with the law and regulations.
  • Conducting pretrial conferences and bonding witnesses to aid in cases of interest to the Service.
  • Developing and reviewing various peace and security related policies, treaties, pacts and legislations.
  • Formulating and reviewing Memorandums of Understanding and lease agreements between the Service and other organizations.
  • Conducting sensitization of administrative disciplinary procedures and National Police Service legal framework.
  • Conducting investigations and inquiries and filing reports to the Deputy Inspector General.
  • Responding to parliamentary questions in consultation with the Deputy Inspector General.
  • Analyzing judgments with a view to identify cases establishing jurisprudence to aid the Administration Police Service delivery of service that is in conformity with the law.
  • Negotiating settlements of civil disputes affecting members of the Service through alternative dispute resolution mechanisms such as mediation, reconciliation and arbitration.
